NSA is controversially known for developing various hacking tools for spying the civilians to other govt. agencies around the globe.
What led NSA to release its Tools.
NSA has always been done it works under secret protocols, but its secrecy has been busted after.

For spying purposes, the agency has developed and used many Hacking tools. Which has caused disaster when fell in hands of crooks. Many tools made by NSA has been modified into malware and used for cybercrime. Most recently, WannaCry Ransomware.
Finally Opened it’s Git Repository.
Battered with busted secrecy and rapidly degrading image in public eye, NSA finally decided to launch its hacking tools by making a GitHub account and an official page. Their Github repository holds more than 30 of their tools.
Repository include tools about cryptography, Windows Security, Linux Based VPNs, Java-based tools (originally intended to be made for NASA), Date security,
Android Security, Metadate processing and much more.
NSA’s Technology Transfer Program
According to their Github Page – This is a Technology transfer initiative to set up a collaboration of technology transfer between the agency and commercial enterprises. Agency wants joint development of technology with various tech firms, to make their technology widely available and well adopted at commercial marketplaces.
More Simply, NSA wants to develop their technology much better by using open source model. While the general community benefits by the using, modifying and even by doing commercial use of their tools.
